Community Development Agreement

A Community Development Agreement (CDA) is a legally binding contract between a developer and a local government entity that outlines the terms and conditions under which a development project will proceed. These agreements are often used to ensure that the development aligns with community goals and regulatory standards, addressing various aspects such as infrastructure, public services, and environmental impact.

Typically, a CDA will specify the developer’s obligations regarding the construction of public facilities, the provision of affordable housing, or contributions to community programs. It may also include incentives for the developer, such as tax breaks or zoning changes, intended to promote the project’s viability.

For example, if a developer plans to build a new residential complex, the CDA might require them to contribute funds to improve local roads, build parks, or set aside a percentage of units as affordable housing. The agreement serves as a framework to ensure mutual benefits for both the developer and the community, balancing economic development with the needs and concerns of local residents.
